Sequence by value, not by volume.
There is always pressure to start with the loudest thing. The disciplined move is to do first what unlocks the most and what everything else depends on.
Once the architecture is set, the next question is order. Where do you start? There is always pressure to begin with the most visible thing, the item a senior stakeholder cares about most, the one that will generate early excitement. That pressure is exactly what to resist.
The disciplined approach sequences by value and by dependency: do first the things that unlock the most and that everything else depends on, even when those things are unglamorous and generate no immediate applause.
Volume is not value
It is easy to confuse a long list of completed items with progress. A program can deliver a great volume of work and move the outcome very little, because the work was not the work that mattered. Sequencing by volume optimizes for the appearance of momentum. Sequencing by value optimizes for the outcome.
The unlock-the-most items are often the least visible: a governance decision, a data fix, a process redesign that nothing downstream can proceed without. They generate no applause and they make everything after them possible.
Do the thing that makes the next ten things easier, even when no one will clap for it.
Build proof early, deliberately
Sequencing also has a human dimension. Build confidence and demonstrate value early, so the organization experiences a benefit before it is asked to endure the full difficulty. Early, real wins pay down resistance debt and earn the patience the harder later stretches will require.
This is different from chasing visible wins for their own sake. The point is to sequence so that genuine value lands early and dependencies are cleared in the right order, not to manufacture a demo that impresses a steering committee and changes nothing.
Order is a decision, not an accident
Most programs sequence by whatever is loudest in a given week. The result is a structure that is an accident of attention. Decide the order deliberately, by what creates and unlocks value, and the work compounds. Leave it to chance, and it scatters.
